Stampede Repairing rust on powder coating

I noticed a spot where the powder coating has chipped away near a screw. Is the best way to fix this to simply sand down the rust on both sides and repaint?

I did some grinding and welding on my grill. I used POR15 to coat the bare metal and that stuff is AWESOME! IMO it is a lot more durable than normal paint.
 
That’s interesting and sounds ideal. Do you paint over it, or leave it as-is?
Since it turns black, nearly the same color as the existing black paint, you don't have to paint it, though you can if you have some touch up paint. I actually used some last weekend on the corner of the black part under the cookbox that had a small amount of rust on one of the sharp bends and after it cured, I can hardly see where I applied it.
