After several months of having the brackets ready to go, I finally got off my duff and installed them. I did take the black screws that were keeping the bottom of the bracket from being flush and relocated them by using

them in the bottom hole of the bracket. Huzzah! I figured a board 13" x 32" would suffice?

Nice job. It seems like the shelf brackets are kinda low. I mounted my brackets a little higher then yours, though I'm 6'1" so for me, the higher the better.
The lower the shelf brackets, the more the shelf will hit the comp cart when folded down, maybe even the metal part of the bracket
