My guess is vinyl sticker made from like a Cricut and then clear coated over but that's just my guess.

If it's a sticker with clear coat, what did she coat it with? I'm doing a very similar thing on my shelf but I don't know what to put over the vinyl that is weather proof but won't wreck the vinyl....
