Bull Temps way too high when on low

So, I’m new to the pellet grill game. I’ve had my RT-700 since December and haven’t had the opportunity to do very many low and slow grills. When set to low, my temps will get as high as 250 degrees. The higher I set me temps the easier it maintains them. Set to 260 or above it’s pegged at my desired temp. I’ve got my feed rate as low as it can go. What are my options? I know I need to get a new controller at some point since one of the probe ports never worked from the day I got it, but I don’t think that has anything to do with it running too hot

What type pellets are you using? Some do run hotter than others. I use RT or Lumberjack,

I’m using the RECTEC brand pellets That come with the amazon grills. Competition blend I think it’s called? Not 100% sure. I had 200 lbs to go through ?
 
If still too hot at feed rate of 3, call Rec Tec. They have great customer service. ??
