Smoking some ribs on my Bull 700 fan is cycling on and off it will go on for about three seconds and then go off to three seconds is this normal have not noticed this before

That does happen sometimes when running at lower temperatures. As long as you are doing good at holding your desired temperature, I believe you are fine.
